Team Bios

Toffer Grant—CEO & Founder

Toffer founded PEX Card when it became apparent that banks and card issuers were ignoring development of prepaid debit card services for small and mid-sized companies. His career in the prepaid card industry began in 2000 at Clarity Payment Solutions, a leading venture-backed platform company servicing the budding prepaid industry. While at Clarity, Toffer focused on customized check to card payment conversions for large brand corporate clients and grew a high value reseller network for the company. Over six years, he initiated 65 prepaid card programs in consumer, corporate and emerging verticals of the prepaid card industry. Clarity’s lifecycle exposed Toffer to life in a tech startup through to life in a large public company after acquisition by TSYS in 2004 and continued there until his departure in 2006.

A New York City native, Toffer’s exposure to SMBs came early in life through the family business. Dinner conversation often centered on issues impacting SMBs, corporate finance for small companies, and the ongoing day to day events involved in a family owned business.

Prior to joining Clarity, Toffer held roles in entertainment and media at DoubleClick, the William Morris Agency and Bozell Kenyon Jacobs and Eckhart.

Mike Noles—Chief Marketing Officer

Mike joined PEX Card in early 2012 as a consultant and liked the business so much that he joined the team full time by June.

Twenty years ago Mike recognized that small and mid-sized businesses were underserved by banks and joined Advanta to build its business credit card division – a business that grew remarkably and profitably under his stewardship. Eight years later, he joined Bank One, where he successfully redirected the growth strategy for the company before and after the merger with JPMorgan Chase. More recently, Mike led the Fuelman and FleetcardsUSA divisions of Atlanta based FleetCor, where he successfully introduced new online and offline growth channels.

Originally from Connecticut, Mike’s passion for growing businesses that focus on the SMB market is matched only by his support for UConn basketball, as he earned both his BS and MBA degrees from the school. He’s happy to be back in the tri-state area.

Pam Matheson—VP, Card Program Operations

Pam joined PEX Card at its inception in 2007. As employee #1, she worked to define the product, implement the processing system, create key partner integrations and establish our customer service methodology. If you call our administrator support line, you may occasionally reach her or one of her team members to help with requests or information.

A veteran of the prepaid card industry, Pam joined Clarity Payment Solutions in 2002 and served in several roles in product/program development and account management there as well as in its successor company - TSYS Prepaid.

Prior to her move to New York City, Pam lived in California working for several technology start-ups in Silicon Valley.

Dawn G. Kasten—Chief Analytics Officer, Marketing

Dawn joined PEX Card in early 2010 and was drawn to the company for the unique spin on card services it provides. Prior to joining PEX Card, Dawn held strategic planning and senior marketing leadership roles at large financial institutions including American Express and Providian Financial. More recently, Dawn worked at Silicon Valley startup Bella Pictures leading the company’s inside and outside sales, as well as product development efforts.

Originally from New York, Dawn got her BA at Penn, her MBA from Harvard, and has lived in the San Francisco Bay Area for the last 17 years.

Susan M. Thomas—VP Finance

Susan was a CPA for over 20 years and met Toffer upon joining Clarity Payment Solutions as VP and Controller in 2004. Susan appreciated Toffer's drive to provide a simpler and more affordable prepaid card solution to the market and so, in 2010, she signed on with PEX Card for another tour of duty.

Prior to Clarity, Susan's own firm founded and/or managed Internet and Tech companies from 1995-2003 – her favorite moment therein was creating the first website for the Fashion Institute of Technology in 1995.
